This study examines the performance of a set of shared service arrangements (SSA) in Wisconsin local and tribal health departments (LTHD). Study aims include: 1) Describe the characteristics (purpose, number of partners, timeframe, legal form, program focus, resource level) and expected outcomes of each SSA, 2) Measure the extent of implementation of each SSA, 3) Measure SSA performance, 4) Examine relationships between LTHD organizational characteristics, prior motivations, prior collaboration, SSA characteristics, extent of implementation, and SSA performance using two level hierarchical modeling methods, and 5) Document change over baseline in use of SSA among LTHDs in Wisconsin.
